It is pretty valid. In many, if not most, states, groups like ACORN are required to turn in every collected registration. So, if an employee turns in a bogus registration, they are required to submit them. Often, they can flag the ones they think are bogus and often do that. Which is why people get prosecuted for it.

Again, ACORN wants to register new voters. It doesn't help them at all to register Mickey Mouse.

However, why not answer Z's question?
