Ok. It has been explained to you the reasons this happens. It is structural. What structural changes can they make to prevent it from happening?

See a). As far as the racism goes...

The Republican party has targeted ACORN and other groups as part of their plan to make sure the "wrong" voters don't vote. This has even been articulated by Republican officials. So, it is likely more of a political thing rather than racism, it has the same net effect. It is easier to target groups and areas for suppression because they are easier to identify. And it just so happens that it tends to be along racial lines.

To be fair, ACORN does the same. They tend to register in poor and minority areas and not in high end shopping malls. Which is sort of their charter, you know. The whole reason they started registrations was the idea that the poor and minorities were under-represented in the electorate...

So, is it racism to realize that the poor and minorities are under-represented and attempt to do something about it?
