tonto, to lay the blame for failure to act at Democrats feet is partisan, when you know darn well that Republicans have to participate in the legislative process for Dems to make any progress. That's simply the way our Congress works.

So if you really want to be non-partisan, then say Congress failed to act over the last 2 years. Don't say Dems failed to act, because that is just half the story.
