There is tremendous confusion about this on the internet and it took me quite a while to sort this out.

ACORN was included in funding in the Housing and Economic Recovery Act of 2008 that was enacted July 30, 2008.

ACORN was not funded in the Emergency Economic Stabilization Act of 2008 that was enacted on October 3, 2008.
