It appears, from your link, that ACORN receives federal funding for their activities in making affordable housing available to low and moderate income families, which is just one of the things they do. From what I can tell, they do not receive federal funding for their voter registration efforts.

Here's something from their own website (emphasis mine):

"ACORN Fair Housing is a federally funded program through the Office of Housing and Urban Development’s (HUD) Fair Housing Initiatives Program (FHIP) grant. It is our mission to prevent and eliminate discriminatory housing practices. ACORN Fair Housing Organization works to ensure equal housing opportunity by providing a variety of services through outreach, education and enforcement.

"ACORN Fair Housing, while an independent organization, has its beginnings as part of ACORN, a 38 year old community activist organization."

I found the above under "Campaigns" on that site, where they list all of ACORN's activities. There's no mention of "trying to rig elections," just for the record. ;-)
