That's arguable.

First of all, you're taking Joe's freedom to decide for himself what's best for Joe, to pursue his own happiness. Secondly, you are reducing the pool of people who can afford to hire Joe by the number of the apprentices that Joe can no longer afford to hire and the apprentices that those apprentices would eventually hire. Thirdly, you are discouraging people from producing enough to pay taxes and instead encouraging them to sit back and collect from Joe and his peers, until there are no longer enough Joes left to support them, that is.

I don't think any of that is good for either Joe, or anyone else in the long term.
