Which is why we had WWIII...

It worked. For good reason. When more than one power has nuclear weapons, the only hope of more than a Pyrrhic victory is the eliminate your opponent in a first strike that totally eliminates their ability to hit back. That was impossible for the USSR to do to the US since soon after WWII, they would have never been able to get all of our bases.
