The payroll taxes are at least fixed as a percentage of payroll.

The real issue is health care. This cost is the largest expense after wages and so unpredictable... costs are rocketing up annually by double digits and it's difficult to budget. Plus the paperwork is horrible.

That cost is a barrier to hiring because you can't really know what health care is going to cost per employee next year.

Most small businesses are passing part of the expense to the employee, who obviously doesn't like it, particularly when they pay local taxes and see public employees getting full family coverage at costs of $12,000 annually.

Put on a national sales tax for a single payer health care system. Equalize health care costs across the economy and small business activity would skyrocket.
