The way most trade licenses work (at least in my state), not everyone who works for the company needs to have one, just somebody needs one. He didn't need the license to do plumbing most of his life because the owner had one. He'll only need a license if the owner sells to him. I don't know what it is like where you live but in my area where there is a lot of existing housing with old plumbing almost nothing short of new construction is done to current code.
