The best offshore prospects for oil are in California, but you know darn well they'll keep most of that locked up under the mantra of local control Not any more. The Greens just cut a deal with the Oil company with leases off Santa Barbara. California's big spenders have a 15 Billon dollar defict they can't pay and oil royalties are appealing.
