Ahem, plumbing isn't exactly brain surgery! All these various government requirements for licencing and whatnot are laws designed to protect those already in a trade from lower prices that would come about if the supply of plumbers (or whatever trade that is licenced) rose. The government erects a wall around the profession to raise the cost of entry. These laws are always passed with pressure from the unions and trade organizations and then sold to the voters as protecting them from shotty workmanship. Gives customers a false sense of security to see that license number printed on the side of the truck.
