Palin's pick was primarily to appease Hillary voters

That isn't how Karl Rove thinks. He actually wanted to infuriate Hillary voters even more. It didn't matter why they were angry. So long as the Hillary voters remained angry they would not coalese around Obama. That would help drive wavering independants to the Republican side.
