That they are. However, Tenchu et al claim them to be part of a nefarious scheme to steal the election.

The only problem seems to be that there doesn't appear to be a way to get from point A to point B without invoking the spirit of Rube Goldberg. In fact, Of the schemes proposed, if you just ditch the fraudulent voter registration and use the other elements, you get methods that have less chances of failing and are at least as likely.

Cheaper to implement, also.

Now, unless you subscribe to the Brumar school of evil plots, I think anyone bent on stealing the election would favor the safer, more full proof method as opposed to the one that is evil for evil's sake...
