I suppose I could vote even without the card, as long as I supplied some sort of proof of residency. The card is just easier than dragging around a utility bill, so I never tried it.

I am checked, every time. Even when I lived in Magnolia, and I knew the poll worker, he still took my card and checked it against the registry before he unlocked the voting station.

I suppose if I put some effort into it, I could figure out lots of ways around the system. But, I am pretty sure that all of them will require someone on the inside. And at that point, why bother with fake registrations? They just increase your chances of getting caught.
