2000 was a highly anomalous year, due to increase in personal income from the internet bubble. Not a terribly meaningful year to establish comparisons.

Since the mid-80's to current, the ratios (FICA/individ income) look about the same. In fact, since 2004 the FICA/Individual ratio has been dropping. Payouts to SS have been increasing far faster than FICA receipts, which is why SS solvency is in question.
