There is a lot of bad blood between Powell and the Bush administration.

Why is that?


I'll offer one possibility: I'd heard that in the first Bush administration, when Powell was the Chairman of the JCS, he was more influential than Cheney, who was Defense Secretary. Reportedly, it was Powell who was the driving force behind the invasion of Panama. It seems that the reverse was true when he became Secy of State. He may feel, with some justification IMO, that Cheney's dominance has had an extremely negative impact on US foreign policy over the past several years.
