Right now the best transportation fuel substitute looks like CNG. Other oil substitutions include NG and wood chips for heating oil, NG for things like irrigation pumps, and coal for chemical feedstock. Plug-in hybrids will develop very slowly.

My own city of Anchorage has decided to install long-life LED street lights. They're expensive but they'll save substantial electricity and greatly reduce the labor costs for bulb replacement.
