It's more subtly insidious than that. The government doesn't specify fairness. They do give citizens the right to demand equal time from radio stations and that will make it impractical to program anything other than the most insipid content because otherwise you would have potentially 300 million people programming your station.

Problem with the fairness doctrine is the government gets to decide whats fair.
