Can't agree among themselves? Your comment brings to mind the recent bailout package that house republicans unexpectedly shot down after McCain pretty much said an agreement had been reached. Given that Bush would have vetoed just about anything the Democrats would forced through, what the point? They didn't or couldn't because they aren't a cohesive body of legislators. They can't even agree amongst themselves.
