When I first formulated this notion a couple of decades ago, the overhead seemed not worth it. On further reflection and given changes over time, maybe not so much. I've had occasion to engage with poor elderly relatives who submit tax forms just so they can get rebates. Arizona, for example, awards thirty bucks or so to everyone, a negative tax. And the fed rebates have required people who wouldn't ordinarily file to do so for the rebates. If you have only SS or wage income, a few bucks in bank interest, the short form can be completed in just a few minutes, no real effort. And with today's computerization, receiving those filings wouldn't cost much. No human need ever look at them.
