My semi-educated guess is that what is required is that the option market makers perceive a sufficient interest on the part of traders to provide a profit possibility for themselves ( the market makers). It seems probable that stocks for which LEAPS are offered are likely to be the same stocks which have relatively large regular option activity. I haven't looked for WIND, but I would be surprised if its options are heavily traded due to normal lack of news driven trading.
