I think people have a duty to not vote if they can't vote thoughtfully. Also, if you don't vote, to not annoy people with your complaints.

So relatively ignorant people have a duty not to complain?

What if they come to understand the issue more after the election?

Whether potential complainers are ignorant or not, I don't agree with "a duty not to complain", even if that duty isn't actually enforced (which I know your not saying it should be, as you said your asking for self-restraint)
