I work at a business and process credit card transactions every day.
In an online transaction the card doesn't get charged at the time the order or donation is entered.

The site that I work for also sends a confirmation page to anyone who has ordered. Then on the back end someone like me enters the credit card information to a credit card processor and that is when the actual transaction takes place. If the zip code does not match the transaction will fail.

Bottom line is this article is much ado about nothing. It is an ignorant person drawing conclusions about something that they know nothing about.
