Since 1981, lawyers have accounted for 46 percent to 48 percent of the members of Congress. This year, they constitute 43 percent. Lawyers headed about half the committees in the old Congress; this year, they lead only a third. query.nytimes.com Not to mention likely 100% of all legislation is drawn up by lawyers, usually those working for lobbyists.
