YOu know, I really don't see this as a liberal-conservative argument (and assume you don't either) but a practical approach to the real purpose of education. It is unfair to expect teachers to deal with what you describe, and we hear these stories from many teachers.
The provision of other services can be decided on a different battle ground.

We removed ours from public school after kindergarten after running into too many things like you describe. In fact, one reason I decided to go back to school was to become qualified to argue on behalf of the exceptional student on the other end of the scale. Too often we ran into the attitude of, oh, he's smart, he'll get it on his own.
Yeah, and after he does, he would get in trouble from boredom. I actually got a call from a teacher saying our older one was "distracting" the class because he finished his work and then started rolling his pencil up and down his desk with his tongue.

Sadly, first semester grad school showed me where the lobbying and funding was being done, and I decided against that career path.
