Correct me if I'm wrong, it's been a year since I attended Series 7 training, but it's my understanding that it doesn't matter if shares are kept in the type I cash account or the type II margin count in order for them to be borrowed for shorting purposes. All that matters is that you have a margin account established. Contractually, everyone who establishes a margin account signs a agreement with their brokerage firm that allows the brokerage to borrow the shares.
