Fairness is purely subjective. What is more important is understanding how different tax policies affect the economic health of the country. That may not appear 'fair' to some but it is important to everyone. We have tried giving all the money to the rich and providing an economic, legal and social structure that allows for massive accumulation of wealth regardless of contribution to society as a whole. That hasn't worked. Our financial health is terrible. Throwing more fertilizer on the same fields and hoping the run off gets to other fields is ineffective. Throwing the fertilizer around --- more in those that are not as productive right now --- makes more sense for the overall health of the farm.
