The rate of taxes depends on our economic situation.

Not directly. The influence arguments about what the tax rate should be, with some calling for lower tax rates when the economic situation is bad (to help it recover) with others calling for higher tax rates when the economy is bad (because the deficit is larger)

To an extent the connection is the other way around, high taxes make for a worse economic situation. That parts more direct.

Well, if you think that there is no fundamental difference in our tax set up then you shouldn't be concerned whether the tax rate is 25% or 35%

That doesn't logically follow.

The same basic system can cause a lot more pain if the rates go up by 40%. (10 percentage points, but that's 40% of 25%)

It doesn't mean we are a totally different country or have a totally different system, but non fundamental changes can be important.
