Taxes directly are a total negative.

They fund programs that can be positive, neutral, or negative when considered in isolation, and can also be any of them when you consider the cost as well (with the cost obviously shifting things in a negative direction, but that doesn't mean that all government action is negative)

Also as government expands and does more things, it moves outside the areas that are obviously good places for it to get involved, to more and more borderline (or over the border line) cases. In other words you get diminishing (and in many cases negative) returns from more government.

Even to the extent that additional or better funded government programs will help Mankiw and his heirs, there isn't any direct connection between his tax bill and those programs. If you are going to have the programs anyway than Mankiw's forgoing additional work and income isn't going to stop the programs. The same holds true for any other marginal potential earner/taxpayer.

So even if the additional programs or higher funding for current programs was clearly positive (and it isn't), you would still have a discouragement of work, because the cost gets imposed if your work more or take investment risks, but the benefit (if any) of the government programs, comes or doesn't come regardless of whether you do these things.
