This is purely hypothetical but I looked at the funds that I had chosen and got the following numbers :

Total International (VGTSX) : Up 6.71% YTD, Off -6.4% from 1997 highs.
Intl Sml Cap Growth (ACINX) : Up 8.00% YTD, Off -3.1% from 1997 highs.
Intl Lrge Cap Value (OSCVX *) : Up 15.58% YTD, Off ???? from 1997 highs.

Not bad, considering the severity of the currency crisis, I suppose?

* [OSCVX has about 50% Intl Large cap value and about 50% domestic large cap value this year. I have assumed that the ratio tends to be around that all the time. So, I will put 20% in that one (combining the 10% allocation for US large cap value and the 10% for foreign large cap value)]
