"One does not happen without the other" does not imply that one can not or should not isolate the parts individually or that it is not useful to do so.


What constitutes big government? A % of GDP? The total number of people employed? The number of laws and regulations?


All of the above. Although more important than the number of laws and regulations is how much they actually mandate or prohibit, and how difficult it is to understand the sum of these mandates and prohibitions and comply with them.

What is the marker that says from this point on you have overly big government? I wish China had better laws and regulations governing its industry.

China has very big government. Not the most effective government in terms of enforcing safety requirements, but its size can actually contribute to that.
