Well, consideration for labour and environment standards MUST be written into trade agreements.

No MUST about it.

Without that, we've seen that the lowest common denominator on those issues gets the manufacturing base.

We have seen standards for both get better as countries develop, even though we had little or no consideration of such issues built in to international trade agreements in the past.
