Reagan, contributed to the the break from the overly inflationary (even stagflationary 70s), lowered marginal tax rates (from 70%), and help defeat the Soviet empire (leading to the peace dividend which Clinton benefited from).

He did a lot more for the economy than Clinton ever did. Clinton had great circumstances and didn't f'it up. Which in a sense is a real achievement, many politicians do f things up, but that only goes so far in terms of him deserving praise of his actions during his terms in office.
