Studying in Europe. She can buy a phone over there with international callng. Cheap. My daughter, when she was in Florence for a semester, bought one. Cheapest and best way to go.

Any idea where I'd look?

ps - Kelsey has two friends who will be in Firenze. Expect she'll be spending a fair amount of time in Italy. Milano is only 160 km from where she'll be.
