what makes you think that government can't accomplish things in a large country? I don't think that. What makes you think I think that? <g> You are overusing the word tribal. Maybe because you seem to be ignoring the point. I mean that they are Norwegians--pretty homogeneous. Closely knit. They're like extended family, ethnically and culturally. IOW, tribal. They have a monarch, for heaven's sake. That tribal country is spread over and incredably rugged landscape that creates unimaginable problems for infrastructure, communication and utility dispersal. Sure, they have challenges. But challenges are approached differently in a smallish, relatively cohesive, family-based unit than they are in a big, diverse country like the U.S. Their approach is not scalable.
