It started with the Fourth Amendment and the prohibitions against unreasonable search and seizure. Others here may think it started elsewhere and includes the Fourth Amendment.

Others may think Bush43 didn't "ignore" ... "the Constitution"; he just violated it and his oath of office that he

"will to the best of my Ability, preserve, protect and defend the Constitution of the United States."

Still others will defend Bush that he served "to the best of [his] Ability."

With low enough "Ability" he could delegate the obligations of his oath to Cheney and others.
