In Virginia the final count comes after the election----no way can anyone know the percentages of the actual absentee vote counts.

Absentee Ballots are sealed and opened in the precincts on election day "after the last vote is cast on election day in a precinct in view of the officially paid and trained Precinct Election officials."

To open these ballots and reveal the results would be illegal.
