After Governor Frank Murkowski appointed his own daughter Lisa to the US Senate in 2002, Alaska citizens passed a ballot initiative requiring that such vacancies be filled by special election (within ~90 days or so). The Alaska Legislature then added a provision enabling the governor to make a "temporary" senate appointment, which seems to directly conflict with the ballot initiative. From what I've read, any such temporary appointment would likely precipitate an immediate legal challenge that could go straight to the Alaska Supreme Court.

So if Ted Stevens leaves the Senate, there will definitely be a special election within a few months. If Sarah Palin wants the Senate position, she can safely run for it while still holding her governor's seat. But it looks impractical and politically suicidal to try to appoint herself to the post.

I think there's a good chance she could win if she goes for it. In fact I pegged her for US Senate here a couple years ago...
