The Rovian twist is treating the center as sheep to be scared and turned away from your opponent instead of trying to attract them with the personality and policies of your own candidate. The tone is always, "You can't vote for that useless feckless POS commie traitor! You'll all be killed if you do!"

And once enough swing voters give in and vote you in, drop them like yesterday's leftovers left out in the rain. They don't share your ideological zeal, so screw 'em. They weren't the reason a Rovian candidate ran for office in the first place.

That's when bipartisanship becomes, "Sure, we can be bipartisan, your side just votes for everything I want."

A bankrupt governing philosophy.
