In that case its probably using a definition that calls all sorts of borderline cases "cheating".

And again it still doesn't invalidate or directly address the points raised in the article I posted.

Even with rampant cheating higher tax rates will tend to increase the net tax burden (up to a point, after which they just reduce the activity they tax or increase the level of cheating to the point where the gray and black markets become a huge fraction of the economy. And if you increase the net tax burden on small business the points raised in the article are still relevant.
