If your talking about Korea

90% tax rates are counterproductive even from the standpoint of gaining revenue. The government gets less money from taxes with a 90% rate than it would with a lower rate. And that's even in the relatively short run. In the long run its harmful to economic growth and thus produces even lower revenue.

If your talking about Iraq, its costs a small fraction of what Korea costs in terms of percentage of GDP.
