She was a VP candidate. The policies she officially supported where McCain's policies.

She never ran for a national level office before, so there is no independent national level campaign from her.

But even if she had, the policy statement wouldn't be very meaningful either. Policy statements don't prove readiness to hold office.

Experience might mean a bit more. Hers was light overall, but she had more executive experience than all than Biden and Obama put together.

Also experience isn't as key as some people present it as being.

The most important points are whether you agree with the candidates politics, and whether you think the candidate has the proper intelligence and temperament. But except for intelligence that's mostly subjective. As for intelligence, she obviously is at least reasonably intelligent, but its not something that you can measure precisely from a distance.
