That might have been better. (Not directly taxing home ownership or mortgages, but reducing or eliminating, at least by phasing out, the special tax benefits for home ownership)

But it was a total political non-starter. If Bush had pushed the idea with every fiber of his being all he would have accomplished is becoming less popular. It would never have passed. If Bush pushed it in his fist term (which would have been needed for it to have really had an effect) he almost certainly would not have been reelected, and he wouldn't have had accomplished what he was trying for either.
