From the rhetoric I am hearing from DOJ, they seem to be saying that the browser shouldn't be sold in the same package as the OS, that it is an independent product that should stand alone, not just an icon issue. They have also said that the investigation is on-going and not limited to browsers. If they were successful in separating the browser from the OS, DOJ probably would get complaints from other software companies about their niche. One example I read about was when double space was included with Win95, it hurt the competing companies, that wouldn't happen in the new DOJ software world.

Who really knows at this point, just speculating.
