The same way that Obama didn't know that there are 58 states (the 57 he supposedly visited, and one more named Alaska and Hawaii), or that he thinks Biden is the next president, or that he thinks his parents got together because of an event (Selma march) that happened years after his birth, or thinks that Chavez came in to power because of the G W Bush administration (who apparently made mistakes that had an effect that was retroactive to Clinton's time in office). Or who thinks that 10000 people where killed in a tornado in Kansas relatively recently (actual death toll 12). Also apparently he thinks Arkansas is closer to Kentucky than Illinois. Or that one day Iran “pose a serious threat to us”, because "tiny countries", with small defense budgets can't harm us, while the next day its "“I’ve made it clear for years that the threat from Iran is grave.”

He also apparently thinks that he "had an uncle who was part of the first American troops to go into Auschwitz and liberate that concentration camp", even though Auschwitz was liberated by the USSR.

Or the same way that Biden didn't know that we hadn't kicked Hezbollah out of Lebanon. Or that his running mates name wasn't "Barack America", or that he didn't know that FDR wasn't president at the time of the stock market crash and didn't go on TV in 1929 (when just about no one had a TV) to address the nation. Or that he believes "you cannot go to a 7-Eleven or a Dunkin' Donuts unless you have a slight Indian accent." Or that he thinks Obama is "the first mainstream African-American who is articulate and bright and clean and a nice-looking guy." And he apparently thinks we should have "No coal plants here in America".
