Yes, but a neighborhood is an institution in this context. You certainly could set up a neighborhood to exclude people who don't live there - you just couldn't explicitly say "black". You'd say "non-resident". There are many neighborhoods today where if you "don't belong there", a subjective definition, you will be harassed.

I got rousted in Beverly Hills when I lived in the LA area (not 90210, but a very similar zip code). It was 1975 and I was a long hair in a VW. A friend of mine was the godson of Jack Benny and he asked me if I wanted to meet him. I said "Sure." and in a moment, we were on the way to his house. He wasn't home and we were leaving the neighborhood. Cops had us out of the car at gunpoint. So, I believe I know what it feels like.

I think gay marriage, though, is a tough sell to many people (not me, but people I know and who are otherwise progressive). Marriage is and has been a religious institution for a lot longer than a tax-exempt institution. I'd prefer the government get out of the marriage business completely and focus upon dependents, whose definition I support expanding per another post.
