Unfortunately, most of the kids I see have parents who have abdicated responsibility for their teens. Now you can hope that more people turn in to parents like you and me, or you can do nothing (which is the way it is now), or you can have the government step in to say "Look, your parents may not care what you do, or have the time to care, but society cares- and you are part of society, so there are some basic things you need to do..." A minimal floor of involvement would do a lot of kids good, and it would take up some of the time they are smoking blunts with their friends, or vandalizing the school, or whatever. We have a lot of bored teens in our area, and while they might hate being involved, it might do them a world of good.

Honestly, I'd rather if parents cared. But they don't, or if they do, they don't have the energy or drive to act on their desire to care.
