You mean like Credit Default Swaps where private counter-parties were permitted enter into insurance contracts in an unregulated "laizzez Faire" manner based upon fraudulent ratings worthiness from Moody's and S&P??

Look what resulted from this "shadow banking system" that was operating completely removed from the regulatory control of financial supervision.

Remove reglatory control from predatory mortgage lenders who permitted illegal aliens and other unqualified borrowers to pay "nothing down" on homes, because there was a glut of Chinese and Asian money looking for a place to be parked so it wasn't repatrioted back to their local economies (in order to maintain a favorable currency exchange rate)??

Do you think having a gold backed currency prevented bubbles such as the South Seas Company and the Tulip Bubble?

Did a gold backed currency prevent the panic of 1907?

No.. in every case there was corruption, both on the part of the government and private parties.
