So, is there any fair, neutral way to calculate a tax rate that generates needed revenues while minimizing the negative impact?

Perhaps the best way would be to maximize user fees... the fuels tax, for example, goes into the highway trust fund to build & maintain roads. For vehicle operators roads and the expense of building and maintaining them are an unavoidable cost of doing business - regardless of what that tax is called or how its collected.

However, how does one pay for the military and other government expenses that can't be easily allocated?
