I'm not sure it does. The true federal deficit is hidden because social security and highway trust funds surpluses are counted as general revenues.

Still, lets pretend the fed govt ran a true surplus (LOL) and the highway and social security funds were segregated (more LOL). Where would the money be invested? The feds, running a surplus, wouldn't be borrowing... so the SS and Hwy funds would be invested in... what? Municipal bonds? The stock market?

...if one takes the time to think about the model, it makes sense.
